This is related to the Teradata Query Scheduler. (TQS Client)
I think you will find that you have the Client component of the Teradata Scheduler installed but it is not configured correctly.
If you are not using the scheduler just uninstall it and the error will go away.
If you plan to use it in the future you will need to configure it so that it doesn't display that error. (The error is coming from TQS not SQL
Assistant itself.)
