For DNS entries on windows the hosts file in C:\WINDOWS\system32\drivers\etc is checked. This is independent of Teradata. The issue you are facing may be fixed by copying TDGSS\TDICU libraries to C:\WINDOWS\system32. Manual delete process might have left old DLLs. You could check the version of the file terasso.dll located in C:\WINDOWS\system32.
