I suppose one question would be how do you know it's parsing for 20min?
In Cognos does it take 20mins vs Queryman 1or2mins? In that case it must be something in the Cognos environment or how the query is constructed
in that environment.
If you are using the session info from PMON/TD Man then the status of the query only gets updated on the cycle of the session refresh rate set
on the system , now that could be you session rate is at 600, e.g. 10 mins
