As you say it is affecting things at the shell level, which would certainly include "Open File..." dialogs, launching applications from Explorer, etc. All other apps do run just fine as long as they don't go to the shell for anything.


  I ran tests on different versions of SQL Assistant and founds that the slowdown started in version 7.0.  


Hmm, yet I'm on 6.1.0. If we aren't seeing exactly the same problem, they do seem quite similar.

System versions:

     ODBC: 3.525.1117.0
     OS:   XP Pro sp2, all current updates/hotfixes.

(both machines seeing this problem are identical)

We do have some people in a remote office who claim to not have this problem (though I haven't sat down and tried to use their workstations myself). The IT department claims all XP installs are identical, but I doubt that is really true. We haven't found any differences between these systems and the unaffected ones yet, but if I knew what to look for that might help.
