At my shop (that shall remain nameless) which has about 4000 users and about 50 nodes, we had SEVERE problems with blocks on dbc.accessrights
when the number of rows went over a million because of the length of time it took to scan through to see if a user had the rights needed to run
his/her SQL. At 750k users you'll probably have a lot more than a million rows in accessrights and I would expect similar issues.
