Can't this be reduced to a process issue. Rather than set up all these potential users could you not set up the mechanism through which they make their first access create the user.
This could be a call to a help desk or get the front end to capture the first request and dynamically create a user. The approach will depend on how quickly they need access and what capabilities you have in the front end. Have you considered some sort of middle tier that will pool users?
