You can update the alert tables directly although your changes will be lost if someone later applies a policy that was held in a policy
definition file somewhere.
The changes will not take effect immediately. On the 'Rates' tab of the policy editor there is an entry for 'Refresh Policy Information'. This
controls how often the server refreshes its internal memory by reading the tables. By default it does this every 5 minutes. (300 seconds)
