If your box is running 5.0.x or earlier release, incase of windows do you have VC++ 6.0 or later version of VC++ installed on all the nodes configured with PE or incase of MP-RAS, NCR 'C' developer tool kit (scde) installed on all the nodes configured with PE ? I guess in later release it is relaxed to atleast one node configured with PE.
