Did you try SAMPLE RANDOMIZED ALLOCATION instead of just SAMPLE in Query #1? If you have a chance to test it and see that both queries behave
in the same way (explain, run time) then the conjecture would be that the optimizer chooses to change the default proportional allocation to
randomized. Don't want to speculate further without more details. Perhaps somebody from NCR could enlighten us if they saw something similar
before.
