Al, This is not a direct answer to your question but it is a word of caution. If you slow down a CPU intensive job or sql that is using a high number of Amp worker tasks, you end up tying up the Amp worker tasks longer. If your system is running slow because it is out of Amp worker tasks (flow control), you can be extending the duration of the problem. To my knowledge there is no means of associating the number of Amp worker tasks with a particular process or job. If anyone has any information on that topic it might be helpful to the list.
