This is meant to be left FALSE for only a short time - eg a couple weeks - after a major upgrade to allow for identification of show stopper
issues (generally none) with a new release and allow a somewhat easier process of backing off to a release prior to the last major release. After
that initial period, the expectation is that this flag will be changed to enable use of new features that change dictionary structures or build
structures not supported by the code of the prior release.
The only tradeoff is that it becomes very difficult to back down. But if you have been running for two years without showstopper problems, you
no longer have any need to do that.
You do not need to re-collect any stats after changing this parameter.
The setting of this flag has no impact on the compatibility with TTU/interface/tools. If you are running compatible, supported release
combinations, they will continue to work unchanged.
