For PasswordDigits, Y = allowed (but not required), R = required, and N = not allowed.

PasswordSpecChar encodes a combination of four rules. The value 'L' means the password is:

* Not allowed to contain the username.

* Allowed to contain both upper and lower case letters.

* Required to have at least one alpha character.

* Allowed to contain special characters.
