No special permission, just CREATE TABLE.

The first column must be TIMESTAMP(6) NOT NULL DEFAULT CURRENT_TIMESTAMP(6), optionally WITH TIME ZONE. This is the Queue Insertion Time Stamp (QITS), though you can give it any name you want.

You must have a PI and cannot have PPI.
