I have experienced a similar issue (with queries involving many many nested views).

This was identified as a Teradata bug with a temporary workaround advised of setting

"DIAGNOSTIC NOVIEWFOLD ON FOR SESSION;"

Try running the above and then see if this improves the Explain time.
