Hi, Without any ORDER BY clause the TOP function returns 'any' rows. With an ORDER BY clause, I always tell students to interpret this function as returning the "First n" rows based on the specified sort criteria (i.e. the ORDER BY). This makes it easier to understand when thinking about the highest or lowest rows in the answer set base don the ORDER BY criteria.
