Here are a couple sections of the Teradata documentation describing that No13dot0Backdown flag. It seems both are missing VARCHAR compression but it's easy to see why it would be included in the list. Probably the CHAR 510 limit as well - but who would know - seems only TD knows?? You may want to request from TD a complete list of the features impacted by this flag if you are upgrading to 13.10 from 13.00. If you get a new system with 13.10 then it ssems to be set to TRUE but if you upgrade it is set to FALSE - At least that is what I understand - maybe your friendly neighborhood TD SA can assist you?

From 13.10 Release Definition:

Features to Manually Enable after Upgrade

For systems that upgrade to Release 13.10, the following features are disabled by default and must be manually enabled (as a group) by setting the DBS Control No13dot0Backdown field to TRUE, before they can be used.

Algorithmic compression (ALC)
Block level compression (BLC)
Merge DBs during full table operations
Timestamp partition elimination
Timezone strings
Temporal database support

Note: This feature is an extra-cost option and can only be enabled if purchased.

Once these features are enabled, you cannot back down to a previous Teradata Database release. Do not enable them until you are sure that the database can remain at Release 13.10.

Note: For systems that migrate to 13.10, these features are enabled by default during the sysinit process. See Default Feature Activation.

No13dot0Backdown

Purpose

Enables several 13.10 features which, if enabled, prevent an upgraded system from being backed down to release 13.0 without a sysinit.

Valid Settings

Default

On systems that have been initialized (sysinited) on Teradata Database 13.10, the default setting is TRUE, and cannot be changed.

On systems that have been upgraded to 13.10 from a prior release, the default setting is FALSE.

Changes Take Effect After the DBS Control Record has been written.

Usage Notes

Use of the following 13.10 features requires this setting to be TRUE, and therefore precludes backdown on upgraded systems:

Algorithmic compression for column values
Data block compression
Data block merging during full table operations
Temporal table support
Timestamp-based partition elimination
Time zone strings
