It would depend on the system security you have set up. If you are not the DBA you may not have access to such. Many dont lock DBC after X
amount of tries. One would need drop user on DBC to be able to unlock it or change password via SQL, I have never seen anyone have drop user on
DBC. Locking DBC out is dangerous as if you dont remember the password you will need to engage the GSC to set a new password for you, a painful
process to be sure.
