You might have to check if there is any setting in SAS that can be made to resubmit. After the DBSControl change went in most utilities do
retry the request after 2631 when the flag is true.
But still there some unaddressed problems in this path waiting to be addressed. One more option you can try on is make use of lock modifiers
for the requests.
