There is a discussion on combining WD Throttles and Object Throttles in section 7.2 of the Orange Book: Tips and Techniques Using Workloads With Teradata Active System Management Teradata Database V2R6.2 (see pages 56-57), which also includes an example.

This discussion on throttles is still relevant across all current releases.
