Assuming "It does not work if Fixed length is given." as "It does not work if Fixed length is given in LAYOUT":

No, VARTEXT data files can be loaded to Teradata database using Multiload only with defining all fields of LAYOUT as VARCHAR. That is why the file format is called "VARTEXT" (veriable length text file).
