My guess is that the service is running as a system account (which has no real monitor assigned) but you are logged on as a regular user.
For the email, you may need to configure it through the 'Administer, Teradata Manager' menu in the Teradata Manager client.
Older versions required that your email application was up and running on the pc that the service is running on also.
