You can apply the policy from any client. The policy information is written to a set of tables on the database (in dbcmngr)

If you can see the (active) policy from any client then it appears to have been correctly applied.

The most likely reason for it not working is that it has not been enabled via the Teradata Manager configuration dialogs. (under 'Administer' in TMgr)
