Here My doubt is from Root Database(DBC) we can give grant access to child databases but we can't give grant access to dbc itself for that there should be some othere database or user who control and give grant access to dbc.

Is there any Parent Database or user to contral "DBC".

No. Implicit rights are controlled by the data in the dc.children view and dbc is not a child of dbc (just like all, default and pubic).

Of course you could use "diagnostic bypass access rights" to grant those missing rights, but this is not recommended on a production system. Better keep your current practice.
