Collecting stats does not GUARANTEE anything, but quite frequently it helps the optimizer find a more performant plan. To get a list of statistics that might help the optimizer, use the HELPSTATS diagnostic:

     diagnostic "helpstats" on for session;
     explain ;

The list of recommendations will appear at the end of the explain. There's also a STATISTICS WIZARD with its own manual.
