It certainly happens. I have seen it, but it is pretty rare. When it does happen, you should open an incident with the GSC so they can
investigate it.
Make sure you collect more comparison information than just run time. Find out, via DBQL, how much CPU and IO was used, how much skew existed,
before and after, etc.
I'm sure the GSC will want the explains and TSET information too, if you want to start working on getting that together before you open the
incident.
