I believe the query is throttled and what you want may to check is DelayTime field in DBC.Dbqlogtbl.

If you have PMCP data, then you could also look at SYS_MGMT or PMCP database table (DBQLogTbl_Hst).

If the DelayCount is greater than Zero, it means that the throttles are working.

Also make sure that the rule is enabled and active. Check PMON if you see the queries are in Delay queue.
