Think I got the join condition backward relative to your description. Corrected below. At least the important part was right the first time...

     WHERE PREV_LEVEL.ACCOUNT_NUMBER_NEW = THIS_LEVEL.ACCOUNT_NUMBER_OLD
     AND THIS_LEVEL.ACCOUNT_NUMBER_NEW <> THIS_LEVEL.ACCOUNT_NUMBER_OLD
