You need to eliminate self-join of the "seed" rows to themselves from the recursion, e.g.

     WHERE THIS_LEVEL.ACCOUNT_NUMBER_NEW = PREV_LEVEL.ACCOUNT_NUMBER_OLD
     AND THIS_LEVEL.ACCOUNT_NUMBER_NEW <> THIS_LEVEL.ACCOUNT_NUMBER_OLD
