  Glad we found a reason why the comparison succeeded. May be it's the same reason for below error too.  


Yes, I think so. As your table defaults to SET and has only one column in it the PI actually becomes a UPI so the check for uniqueness is done every time a new value is inserted in the column. As the two values in your example are the same (in terms of comparison of strings of unequal length) the second value is rejected.
