Brian,

You have explained our situation exactly. We are using Datastage Enterprise Edition, 7.5.1 and the Teradata Enterprise Stage. We also determined that Datastage was not checking dbc.userrolerights as you stated. We opened and escalated this issue with IBM as well and they are suppose to have an answer/resolution for us today (Friday). I hoped there was some configuration setting on Datastage that would disable this permission checking but all we found was the following parameter in Unix and we set it to Yes but it did not resolve our problem.

APT_TERA_NO_PERM_CHECKS - Set this to bypass permission checking on the several system tables that need to be readable for the load process. This can speed up the start time of the load process slightly
