This isn't particularly imaginative. It does require use of TSET but your DBAs should be familiar with that utility. We simply

1) have a production look-alike environment in our test system same database name(s), tables, views, etc necessary to "support" SQL as in production

this is maintained by the DBAs, simply as a "test compile" before anything goes into production

2) periodically export-import statistics from production to look-alike using TSET

3) export-import production cost parameters using TSET whenever the production configuration changes, and manage it's name as PROD

4) developers "invoke" the mimic environment using DIAGNOSTIC SET COSTS prod ON FOR SESSION;

The Introduction in the Teradata System Emulation User Guide gives a overview of this functionality. You need to set TLE on in the test system (DBSControl). Once you start using this utility (TSET) it gets pretty easy.
