I don't know if this would satisfy YOUR requirements, but we still set up and maintain a "mimic" environment in our test systems. This is simply a structural look-alike of the production tables (no data!) and imported statistics from production (using Teradata System Emulation Tool (TSET)). By also importing the production system's cost parameters and stating DIAGNOSTIC SET COSTS <test/prod> ON FOR SESSION; we get an accurate production EXPLAIN on the test system; we've verified the accuracy of the EXPLAIN many times! Of course, this requires that you import the statistics whenever they've changed significantly and set the permission's on the test system, but you don't have to set "inappropriate" permission's on the production system.
