I have a third camp.

I think EXPLAIN does work fine for what it was originally designed to do, checking security is an important feature. However the market has changed and you now have the business requirement that states you want to ignore security.

I would agree that this is a valuable request and would recommend that a feature request be submitted to Teradata.

A potential solution that could be implemented that would meet both requirements is to create a new access privilege. An EXPLAIN privilege. This new privilege would allow your users to submit explains regardless of the query type but it would not let them submit actual queries.
