This is the way that the Parser works with the Explain, in order to Explain a request you need to have all of the AccessRights needed to
execute the request.
Essentially, the Parser goes through all of it's normal processing (syntax check, semantics check, resolver, SECURITY, optimiser) and THEN it
looks for the Explain keyword.
