As I understand it, the explain processes goes through exactly the same process as if you are actually running the query. Exactly the same process that is, except for the final step which is to return the execution plan to the user as opposed to actually running it.

As such, the parser will perform the standard checks including access rights checks.

From a different perspective, why would developers be running queries against the production tables - especially Update queries. A better approach would be for them to have a development area to work in.

Looking at this a different way, what if the update was non trivial? It is likely the developer would need to see the results of it running - much better to do this in a development environment.
