Last time I checked Oracle was providing row counts only for tables for which statistics had been collected. I can't recall now whether
ANALYZE TABLE. ESTIMATE STATISTICS was enough for reliable counts. I think only COMPUTE STATISTICS could provide them, which means a full table
scan still must be done.
