If it's the DATABASE named "All" that is the problem...

     (3524:  The user does not have DUMP WITH GRANT OPTION
     access to database All)

...here's the deal: DBC.ALL is different from regular tables and is for internal processing only. It cannot be accessed via Teradata SQL.

Just don't run the grant to database "All".
