Clay, good questions. I tried username alone (first) and noticed I was not getting all the queries logged. So I added the Account option to see of that would make a difference (It apparently did not). The account string allows you to track queries for that user only when they use that account sting and have not overridden, or changed for a specific session or workload.

Anyway this is what the rule looks like for everyone...

     UserID   AccountString   ExplainFlag   ObjFlag   SqlFlag   StepFlag
     SummaryFlag   ThresholdFlag   TextSizeLimit   SummaryVal1   SummaryVal2
     SummaryVal3   ThreshValue   CreateID   TimeCreated   TimeAccessed

If it is a "flushing" issue, how long do I need to wait? Or how can a force a flush?
