We just ran into a similar problem. In our case we found that users with ODBC version 03.03.00.02 were redistributing a large table and users
with ODBC 03.03.00.05 or native CLI were using dynamic partition elimination. We just opened up an incident with NCR on this.
Are your users connecting with different ODBC versions?
