If they need to add/change a lot of users at once they could use the Import mode of SQL Assistant.

It is not custom designed for user admin but it is very easy to set up since you only need to enter the Create (or Modify) command once. The actual data values come from a simple flat file ... the type of file they may already have as part of a request to set up a list of new users etc.
