What I have heard from some of the NCR people is that the utilies in the TWB were far behind their standalone counterparts. IE. the fastload and mload utilities in the TWB couldn't do everything that you could do with fastload and multiload by themselves (also fastexport). The biggest acceptance problem I think they are encountering is that the TWB can't do what the older utilities can do so why would people want to switch to a utility that can't do all the same things as the utility you already own and use.
In my own opinion, I wouldn't want to go from using a tool that has all sorts of functionality that I have made use of and try to convert that to a tool that can't do have of what I would need it to do. I think that is why they are halting TWB, till it can do the same things if not more than the current utility set. Again, this is just my opinion based off what I have heard.
