'Command Line' is a generic term. It can be anywhere you can enter a command. That includes 'Start, Run'. But it also means you can create a desktop icon and enter it in the 'Properties'. (Use the 'Shortcut' field on the 'Target' tab) Or you can execute it from another application ... Etc. In the context of this thread it would be entered in the job scheduler you are using.
