It's already fixed since 5.0.2 ;-)
From V2R5.0.2 Release Summary:
RFC 56914 In past releases some optimizations that were made when the join term was specified in the WHERE clause were not made for
semantically identical queries which specified the join term in an ON clause.
In release V2R5.0.2, semantically-identical queries are optimized identically.
