I don't know why you are saying 'Insert into tab1 SELECT ' || colParam || ' FROM ' || tabParam ';'; will be a restriction to Dynamic Stored Procedure . The string you are passing into SysExecSQL will be taken as prepared statement .

Try again and let me know if you get any errors at the time of execution
