I think JDBC Type-3 uses CLIV2 to resolve the target machine by adding the cop entry to it. Easy way is to check whether you are able to ping dbscop1. If not add an entry in your host file like this.

dbs dbscop1

If its a windows work station host file can be found at C:\winnt\system32\drivers\etc.

You can also check the jserver.log to see whether a connection attempt was made between your client system and the middle tier jserver.
