I differentiate between Teradata RDBMS and Teradata clients BTEQ, queryman, interagate.

In the query

select gross_sales (format '99.');

(some of) the Teradata clients take action based on the format clause, not the Teradata RDBMS. In fact, RDBMS does nothing with the format clause. So, why is the sql WITH THE FORMAT sent to the Teradata RDBMS? and what exactly does the RDBMS do with the format clause? ignore it? just syntax check it?
