Never heard that excuse before...
More likely, you have multiple network interfaces (dbcCOPnn hostnames) and some sort of network problem. If your sessions happen to
connect over "good" network paths everything is fine, but when a session has a "bad connection" performance suffers. The larger the amount
of data being transferred, the more you notice the difference.
One way to verify this: Connect to each IP address in turn and time the transfer of a fair-sized file via FTP. I'll bet you find a
misconfigured adapter, bad cable, etc.
