As you mention, the first one does what is usually the point of putting in a locking modifier into a view.
The other DDL would Access lock table ABC and then replace the view. How long the Access lock would last I'm not sure of, maybe until
you've run a DML on the table or something. The view wouldn't use the locking modifier.
