Yes, CPU capacity is limited by the speed of the slowest node. So when the slow ones are at 100%, the fast ones would not be expected to also average at 100%, but rather to run at a diminished speed. Therefore the fast nodes deliver only a percentage of their capacity. As an aside the upgrades were sold based on increases in TPerf.

To address your point, yes certainly increasing the number of VAMPs per node on the fast nodes would give the fast nodes more work. This reasonably uses up the currently unused capacity. However it is the understanding that this would require unloading and reloading considerable amounts of data. The upgrades usually occur during a weekend and in a few hours. The reload changes all that and for minimal gain.

The long term plan is to upgrade the slow CPUs to faster CPUs. This temporarily puts the system back in balance, at least until the next upgrade. Should we have done the unload/reload we again would have to do it for the CPU upgrade.
