Yes....we observed a similar type of effect which lasted for a couple of weeks....Unfortunately there was no one specific culprit....The things we did that seemed to help get us back to where we were: recollected all statistics on all tables..... added some new columns to routine statistics re-collection processes..... re-examined alternate index defintions/usage patterns..... identified any new opportunities for use of compression..... increased spool_reserve by about 20%..... In general, the types of things you would potentially do to try to improve the performance of any specific query. We spent a lot of time looking at explains trying to figure what, if anything had changed. We also spent a lot of time asking NCR for details on optimizer changes between the releases but were never successful in getting any meaningful information in that vein. For the most part there was not anything to point a definitive finger at but this effort seemed to eventually bear fruit.....
